I can see how this may look like an unfair conduct. In reality, once a player decides to quit a game (one reason is because s/he
already know the outcome of that game), that player has a few seconds to reverse his decision and rejoin. If s/he decides to join a new game, they are categorized as a "viewer" in the game they left and a robot plays for them in order to keep the game going - which is only fair to the rest of the players sitting at that table. That is when you will see the same user sitting at two different tables.
